Comanche Chalk Talk 2009

Often imitated but never duplicated are these little digits that type out truths that the Comanche World cannot handle or better yet “JUST CAN’T GET RIGHT”. In Three years time this circle of “soothsayers” sometimes called “the ethakia army”, “ghostwriters”, “grassroots”, “troublemakers” or as the current Comanche Chairman often refers to us as; “the cowards”, have changed the cycle of recycled bullshit.

In Three years time we have changed the course of Comanche Nation leadership and the Comanche Nation employee mindset. Unbeknownst to most enrolled Comanche Nation members the great title of “WE THE PEOPLE” has made a favorable comeback over the old Comanche phrased remarks of I and myself.

Now is the time for PHASE II in the great endeavor to rid the Comanche Nation of the “self serving slackers” that could give a rats ass if any or all Comanche Nation members are secure in the future of its identity and the promise for all Comanche to achieve greatness. What have we done? Let us take inventory but at the same time show the weakness of those that we have backed that were supposedly going to lead us out of the mediocrity muck that lead us to this point of PHASE II:

1. We accomplished the good riddance of the “mislead 4”, namely Yackeyonney, Bread, Tahhahwah and the current toothless, silent Narcomey. Has this helped? By all accounts it kept us from the greedy hands of the white people that were going to manage our Casinos that these 4 signed off on and wanted. In retrospect Yackeyonney did good in his warning of this current Chairman spending the inheritance of all of our Grandchildren by allowing his appointed to run roughshod over the gaming dollars. These players or should I say pawn pieces on a chess board do what this current Chairman wants and have spent countless millions of dollars on mindless, devalued, non productive ventures that serve who? Not the Comanche Nation but only the appointees and their over paid staff. Tahhahwah was replaced with a very studios and meticulous Secretary/Treasurer in Tippiconnie. My only drawback on this new Secretary/Treasurer is his current endeavor to cut all budgets by 10% for 2010. Keep this 10% cutback in the back of your little Comanche minds this April. If we allow this 10% cutback we face the same uncertainty of the piss poor economy of the United States. With a new wave of thought from OBAMA do we cower down on ourselves when we really do not need to? Trimming the fat from ballooned budgets should come from the current Chairman’s newly formed Comanche Corporation, Capital Improvement, Land Acquisition, Comanche Enterprises and the mindless foresight to create a Limited Liability Company to run and keep all Casino dollars from the elected leadership and all enrolled Comanche Nation people which is being drummed up by the current Gaming Board. I am not the greatest Comanche GURU on economics but when we spend millions upon millions on meetings, non-enrolled managers and business ventures that only 7^th graders could envision, I say trim the fat and add 10% to the services that do the

most good for all enrolled Comanche Nation members. I often think what could and what would have happened to our great Comanche Nation if Wallace Coffey was indeed recalled and replaced by Darrell Bread? Going into that recall meeting three years ago 90% of Comanche people were set on sending Coffey to his hideaway mansion in New Mexico. Number one, CAVE extraordinaire “Navarro” was the spokesperson and her slashing and bashing of good minded was contemptible. Secondly, when Bread himself expressed, “I do not want to be Chairman”, that statement in itself gave us 3 more years of the, “Coffey spend till you puke and to hell with audits and accountability”. “Oh what terrible web we weave when we allow the faint hearted to accomplish the task we need”. The cutting of the purse strings that little “w” was allowed to achieve and do was much needed but at the same time we see a new panache on the horizon and what is this you ask? Let us go to topic 2 and I will attempt to explain.

2. Asepermy and the Army, Veteran, Sergeant Major damn the torpedoes turbulence and the two “silent-bobs“. With the absence of Lanora Parker we unanimously voted in Asepermy with the vision of communication and accountability. The start of this elected was oh-so promising. What happened? Side tracked on the VA (Veterans Administration) agenda we get a new noose that most of us supporters did not see coming. DIS-ENROLLMENT. What in the world? Comanche’s being taken off the roll for the first time in history. It seems the question of, “what exactly is the blood type coursing through the veins of Mahseet” set the stage for children and grandchildren to walk through life being brown skinned white people. What transpired next was unthinkable. Families and political opponents were being dropped from the rolls quicker that you could say, “ATTENTION”. How unfortunate to know that these actions were indeed political and then this CBC member and the “w” go off and campaign for medals that cannot be adorned by any living hero. The accountability factor got compromised by personal issues and that action in itself has made us “the voter” suspicious of this new addition. Cutting off “w” but raising the stock value of Waqua was very evident from this elected. Watching praise videos of Waqua from Asepermy tells me 2 things. ONE: Ignore the fact that our infrastructure is moving into the Lawton town area where we will have to pay white man taxes from non General Council voted in white man land purchases. Evidence is CHR building, weight room, Nagpra, Museum, Economic Development, future Nursing Home, etc.. Yes, Comanche Nation we are paying City, State and Zoning dollars to the white man due to the building and land purchases that were not original Comanche allotted lands. Many do not know that even the Comanche Business Center is a white man taxable entity. Are we that stupid? Are we a Sovereign Nation? These purchases will come and bite us in the ass one day. The white man will get enough of us robbing its citizens with our casinos. I can guarantee you of that. We have seen the spending arm of “w” go to the TA Waqua and his spending is just as or if not as bad as the “w”. Praise of the lawsuit man Waqua is another black eye to this once promising

elected leader. Having your own shrine at the Comanche Nation Museum is another.

The “Silent Bob Twins” Red Elk and Kosequetah. The first CBC meeting of the New Year was shattered by the utterance of words from CBC member “K” after he was called out by a Comanche member. Thus breaking a code of silence for 6 months, his wording was, “I am in a observation mode”. We all backed this young Man but we surely did not bank on him being just a voyeur in all critical Comanche decisions. Little “w” came to his aid by exclaiming that young “K” was going to Washington DC for the swearing in of Obama with himself and the other Comanche life changing entourage that was packing their bags for this $200,000.00 holiday trip. Uh-oh does this merit the “K” to a similar sound of little “k”? Red Elk is the one I believe is doing the work. I often hear of weekly meetings where planning of a new day is underway. What puzzles me the most about these 4 new CBC members is how they allow Waqua the power to run programs, money and all venues his way (which is cronyism at its best) without slapping his hand. It is evident that Waqua wields the power at our Comanche Nation and all 7 CBC members just sit and let him do as he damn well pleases. Does the Comanche Nation Constitution tell us that all voted in CBC members are to relinquish their powers to a Tribal Administrator? I say HELL NO. Has Waqua done a good job as Tribal Administrator? I suggest you ask the people that he has fired or demoted. Or, ask the people that he has denied service to. Or, better yet ask the Directors that have been found to be incompetent and have relinquished our rights to get federal money. My biggest question to all things considered to Waqua is this: “Will “HE” pay back the Comanche Nation the lawsuit money that we had to pay because of “HIS” business decisions as our Comanche Nation Chairman”? Yes, this person will pass the blame on to the CBC of his past but wasn’t it those same CBC members that signed a resolution for him to go at the Casino openings on his own? You cannot blame those that did not have apart in “HIS” decision making, when it was you “WAQUA” that did those bad business dealings on your own. I suggest to the “Silent Bob Twins” force your hand on this Asepermy praised T/A and direct his bad decision past for the present needs at hand.

3. The appointed power that affects us all has to be changed by the new Chairman elected this New Year. Does anyone remember when Quanah-Grandson outlined the budget for 2009 and how these same programs showed no accountability for 2008? Now we see the true reality of what Quanah was trying to tell us. The Transit Department headed by Waqua’s nephew shows the most recent “LIE TO THE PUBLIC” with a purchase of a $250,000.00 luxury bus. Every voting Comanche remembers how we voted this line item down in 2007 but Quanah warned us of the re-wording of this same project for 2008 and to me when you have lying leaders re-wording a ballot, we, the Supreme Governing Body will never win. Why do we

always accept what these appointed Boards, Commissions and incompetent

Directors tell us and then we vote for another year of total bullshit? How many

meetings does it take from:

*Comanche Gaming Board

*Comanche Board of Gaming Commissioners

*Comanche Housing Board of Commissioners

*Comanche Corporation Commission

*Comanche Economic Development Board

*Comanche Enterprise Board

*Comanche Museum Board

*Comanche NAGPRA Board

*Comanche Nation College Board

*Comanche Constitution Revision Committee

*KCA Committee

To get anything done? Most of these groups above have 5 to 7 members that do exactly what? Have we the Comanche Citizen seen any major results other than spending from these 70 plus decision makers? Oh-yes they spend and they spend mercilessly. Look at these (as gaming likes to say) un-audited figures:

24 to 30 meetings in a year times $500.00 a meeting times 70 to 80 (sit on your ass) decision makers equates to:

Now you have to throw in catered meals, trips, workshops, holiday parties, travel expenses and training. I would say you would have another modest figure of:

Are we being served anything other than a line of bullshit? Keep in mind Comanche Nation member you and only you can change this direction of the appointed by voting in a budget conscience Chairman that helps the need of the people and not the elite and their appetite for POWER. The entire CBC votes on these appointed and yes the CBC is apart of this expenditure because all of them serve on one board or another other than being an elected leader. The price tag for missed opportunities is probably ONE BILLION DOLLARS and that is the truth.

I have to recant my past observation postings of the Comanche Elder Council they have become non-political and have started something that all people should do and that is give up your time to all things Comanche. The volunteering effort of this group has made many of Comanche heads turn with admiration. Many criticize this effort because of their leadership past but this is a great start that these other groups posted above should follow. Good Job Elders Council. Watch out for Waqua he might have your group for dinner if he gets elected.

It seems Waqua wants to gain votes by building their Nursing Home but once again it will be on white man land where we the Comanche Nation will have to pay white man taxes once again.

4. The spending Directors and CEO failures for this past year and our Comanche past. Where do I start on this? I would like to highlight the programs that have shown an accountable past and have pursued a higher level of service to the Comanche Nation. Sure, we will criticize my selections but once again these programs below have at least shown their expenditures and have added newer and accountable services:

*Higher Education….Good reports, additions and have kept the PL-93-638 federal dollars active. Doesn’t rely on Gaming dollars only. Great staff.

*Comanche Tax Commission…Gives revenue to critical programs, shows a partial accountability which is better than none. The only blunder is Chairman Coffey giving the State of Oklahoma more tax dollars than the rest of the 36 tribes in Oklahoma. Good staff.

*Optical….Terrible staff but at least we get a break on the cost of glasses.

*Pharmacy….A price break on overpriced medication is essential.

*Comanche Nation Newsletter….Good stories but damn where is the truth? If this publication was true newspaper honest, this website never would have happened.

Oh No…here it comes:

*Capital Improvement….Sagging Doublewides and rocks, need I say more? This really is a black hole fund. Where is the accountability? Word has it that the Madichi Estates Firehouse was built with some of this money. Wait a minute, WTF, Madichi Estates has 20 homes. Lets see, 20 homes, 3 sagging doublewides justifies a $500,000.00 fire station. Wait a minute, maybe just maybe this firehouse can go fight a fire in Walters after their 45 minute drive. Damn, damn! Word has it little “m” financed the Washington DC trip.

*Land Acquisition….another little “m” project. What has McCarthy bought? Only the fortunate “jw” favorites have been served or another white man taxable property has been bought in Lawton with the “jw” oversight. These 2 projects have spent over 9 to 10 million dollars in 3 years time. Answer me this Comanche people where is the payback from any little “m” project? Wallace looks like a great judge of character when he picked his Chairman’s Assistant Louie McCarthy.

*Social Services….Once you look at this Director who walks as if she is indeed homeless you will know why this service is lacking.

*The IT department. Number one; we the (ComancheNationForum) is fire walled against any “NUM on the job” trying to tell their side of the story. Ethakia, Campcrier and the Forum is blocked…CENSORED from all employees and makes us question our own Constitution of FREE SPEECH. The “jw” takes out the only educated and degreed Comanche off the Director status and places in a “THU”. Damn once again we are shot down for being intelligent and being Comanche. The website is good but you can tell all other departments do not know how to use the technology. One thing, I mean really, one thing, how in the hell does our phone system allow the front receptionist that answers our main communication to the entire world have her own answering machine? Has this H-T-I-C ever heard of “hold with pleasant music”? Crazy…ennit? This department needs to bring the election board and all voting instruments and utilize it for all of us ABSENTEE VOTING COMANCHES for each election. Simulcast all CBC meetings so as to join all of our Brothers and Sisters nationwide to come to unified participation and agreement. (borrowed those 2 ideas from past Candidate Willie).

*EPA and dead horses….The greatest horse culture of this continent definitely has a black eye from stories of mismanagement. One thing is for sure, “Why do we have mold testing for Comanche Homes without fixing what the reports condemn”? Stories of a Kiowa Director who utilizes his position to strengthen his own ranching business tells me there is no oversight from the T/A or CBC on this program. To have an off-tribe Horse Director tells me “The Lords Of The Plains” title has been rubbed out.

*The Commods….All good but slice the Comanche Gold. Butter knives still get bent…gaaww!

*Personnel…Why is this department not called Human Resources? I’ll tell you why, “There is no jobs created here”. “jw” practice is to hire under the table and sneak in new Directors and new Programs without placing job announcements. Staff is very one sided to what the T/A wishes and squeezes out good, educated Comanche’s for the friends and possible favorite voting block that can further the “jw” agenda. Look what has transpired in a year, 4 “jw” relatives elevated to Directors status, white brother-in-law to “jw” prowls Complex area with what title? Unbeknownst to the 2 people running this program that PL-93-638 funding will never come to this department because of the last 2 years hiring and firing practices. This is a major NO-NO in the eyes of CFR guidelines. Unbeknownst to these 2 people running this program is the fact of their firing and demotion practice that PL-93-638 funding will never come to this department due to the CFR American Civil Rights Act that they have not practiced and have ignored. The ultimate kill to this program is when they were issued a CBC directive and they gave it back to the T/A and he in turn Black-Balled several enrolled Comanche employees that had to make their way to the Unemployment line. Gaming Dollar Budget is the only source to keep this program afloat with its “jw” influenced agenda it is destined to keep the title of “Business as Usual” explanation; Do not waste your time completing an application unless you are related, party, and you and your family grovel at the “jw” footstool.

*Tribal Police….What tribe? ¾ of the force is either white or non enrolled Comanche nation members. Detectives and task forces that deter what? I got a email from a potential candidate that said we need to elect a Chief of Police every 4 years. I love this idea, every other police department does it, why not the Comanche? Reports of the draw-down with a loaded weapon on a fellow enrolled Comanche Nation from this current Chief at the Comanche nation Fair does not bode well for this persons future. This Chief is a contributor on this site, maybe he can clarify this report.

*Diabetes….A major problem and symptom of our people. Where is the help? Where is the intervention? With this type of budget they get every year a minimum of 6 health fairs needs to be held for the people. Dialysis is the final killer of our people, help before we get to this point.

*Transit….what a joke. We have a fleet of mid sized buses with 50 gallon gas tanks and most of these vehicles have over 200,000 miles on them. Be smart people get some 6 passenger vans, panel vans, etc.. Now that you are stuck with the “w” $250,000.00 luxury bas, what do you do with this? Remember gas was at $4.00 a gallon a year ago and will more than likely spike again. Look at this figure:

8 buses X 50 gallon tanks at $4.00 a gallon equals $1,600.00 every 3 days. Over a year 100 fill ups X 8 buses equals $160,000.00 not counting insurance, employees and maintenance. No wonder this department works in the RED every year. Of course the “jw” fill up your tank for free plan for friends doesn‘t help.

*Finance….PL-93-638 deprived. This department and procurement have not adhered to the proper federal guidelines for a long, long time. Thank God Finley and Cook has stepped up and can do the bean counting for them. Question? Why pay a department that sends their job out to Shawnee, Oklahoma to get a check? This department cannot be blamed 100% when you had “w” ordering this check and this check and this check. Lets see, deny the “jw” and “w” and get fired? Or close your eyes and keep your job?

*Procurement…No inventory, no accountability, no sense? Vendors in Lawton think of the Comanche Nation as 3^rd. World. No process and of course no federal dollars because of HIGH-RISK. Bad, past practices of closing your eyes and let all departments do as they please has made a bad image on such a nice Director. Another McCarthy is working within this structure and it runs like a salvage yard inventory system. No checks and balances. NO JOKE!

*Election Board….Big money for the fortunate few that ride the work schedule with invisible appearances of tasks at hand but still get paid. In other words this is a “ghost-employee” dream. Watch closely as the elected sway this group to do the unethical. Please give our people that live out of State more time to VOTE. Get with IT and see if we can VOTE online. Hell this is 2009.

*GRANTS….What the hell? We have no one. Why? The Directors that are still aboard have ruined our status as a good working Government and we are HIGH RISK and the name Comanche Nation means cheats, squanderers, embezzlement, lost or stolen merchandise, senseless, unprofessional and poor budget analyst.
